Electronic communications regulators prepare for Eastern Partnership Digital Economy and Society Index data collection

Regulators in the field of electronic communications met in Chisinau, Moldova, on 5-7 April 2023. In a thematic workshop on ‘Guidelines regarding the institutional and methodological requirements for the accession of Eastern Partnership (EaP) countries to the Digital Economy and Society Index (DESI)‘ they prepared for the collection of DESI data. EU4Digital and the Expert Group on the Independence of Regulatory Authorities and the Development of Broadband Services (IRB EWG) within the Eastern Partnership Electronic Communications Regulators Network, EaPeReg, organised the event within the EU-funded TAIEX assistance programme.
EaPeReg brings together representatives from regulatory authorities and relevant ministries, specialists from the statistical data collection and processing institutions of Armenia, Azerbaijan, Georgia, Ukraine and the Republic of Moldova, as well as experts in the field from European Union Member States (Romania, Spain, the Czech Republic, Estonia and Finland). As a member of EaPeReg, the Moldovan National Agency for Regulation in Electronic Communications and Information Technology of the Republic of Moldova (ANRCETI) participated in the event.
The purpose of the workshop was to advise the EaP countries in creating the institutional conditions needed for the collection of relevant data for the Digital Economy and Society Index.
DESI is a tool for evaluating the degree of digitalisation of economies and societies in the European Union. It is used to track the evolution of five major areas: connectivity, human capital, internet use, integration of digital technology and digital public services.
The topic is highly relevant and important in the context of the implementation of the digital transformation process. Digital transformation is a priority in the Moldovan development agenda.
