EU4Digital joined 14th Independence of Regulators and Broadband Expert Working Group meeting

The EU4Digital Facility participated in the 14th meeting of the Eastern Partnership Regulators for Electronic Communications (EaPeReg) Independence of Regulators and Broadband Expert Working Group (IRB EWG). Held on 10-11 March 2023, the event explored broadband network development and the model for independent National Regulatory Authorities (NRAs) in the EaP region.
During the first day, the European Commission representatives from DG CONNECT presented the EC proposal for GIA, the Gigabit Infrastructure Act, which will replace the Broadband Cost Reduction Directive. This instrument will support the European Union Member States in the development of very high-capacity networks in line with EU Digital targets for 2030.
On the important independence of NRAs topic, co-chairs of the BEREC Regulatory Framework working group presented the outcomes of the BEREC study. This highly appreciated report concluded with a set of future-looking recommendations to address the accelerating changes in the digital sector.
The EU4Digital team joined the second day of the meeting. This was dedicated to agreeing on the work and development of deliverables to be developed by IRB EWG with the technical assistance of EU4Digital Facility. These discussions focused on four main deliverables:
EU best practice report on promoting access to competitive broadband internet services.
Report reflecting the EaP broadband coverage situation. The countries still have to review aggregated data following three rounds of data collection.
Monitoring of legislative developments in the field of regulatory governance in each Eastern partner country.
Launch of a broadband market analysis in the EaP region. Following discussions, it was concluded that only three EaP countries can be engaged in the analysis, namely Armenia, Azerbaijan and Moldova.

The 14th IRB EWG meeting was co-located with a BEREC meeting in order to facilitate engagement between IRB EWG and co-chairs of relevant BEREC working groups, namely the Regulatory Framework working group (RF) and the Fixed Network Evolution working group (FNE). This arrangement is repeated for one of every two annual IRB EWG meetings, in line with a memorandum of understanding, to ensure cooperation and easier access to EU best practices on electronic communications market regulations.
