Moldova’s Electronic Government Agency wins digital services award

The Electronic Government Agency of the Republic of Moldova (AGE) won a special award for the design of digital services, in a competition organised by the International Telecommunications Union (ITU) and the GovStack initiative. The award announcement was made on 13 March 2023 during the World Summit on the Informational Society Forum (WSIS Forum) held in Geneva, Switzerland.
The prize was awarded for the ‘Front-Office Digitization’ (FOD) platform, a solution for public services. The Electronic Government Agency team developed FOD within the ‘Modernization of Government Services’ (MGSP) project. The project was implemented with the support of the World Bank Group.
FOD is a framework containing a collection of visual components and integration libraries and enables the rapid design and development of digital government service ‘front-offices’. These are where citizens and businesses interact with the public agency providing the digital service. Designed with a focus on user experience, FOD components are also used to easily configure and develop thin ‘back-office’, where administration and support personnel provide functions that are essential for the governmental service provision. Optionally, FOD could be integrated with any existing service provider back-office.
The main beneficiaries of FOD-based services are citizens, businesses, and public service providers. As a result of this effort, users don’t have to physically go to the public service provider to request, pay or receive the service. Three complex public services have already been developed based on FOD, with three additional services currently underway.
Moldova won the prize, competing alongside 50 other participants including digitally advanced countries such as Singapore, Germany, and Portugal. The competing projects were evaluated for several criteria, including alignment with the UN Sustainable Development Goals, such as promoting inclusive and sustainable economic growth, building resilient infrastructure, and promoting innovation.
