To support the mutual recognition of electronic identity (eID) and trust services between the Eastern partner countries, the EU4Digital Facility developed this eTrust and eID framework conceptual paper.
The framework uses the European Union’s eIDAS regulation and other EU practices as the basis for common principles and requirements for eID and trust services that fit the Eastern partner countries’ context. With this reference point, the framework proposes a structured approach for the mutual recognition of eID and trust services among the Eastern partner countries.
Designed to align with the Eastern partner countries’ national legislative environments, the paper addresses the aim for regional harmonisation and cross-border use of digital identity means and trust services, targeting policymakers and stakeholders who are involved in digital transformation.
The document consists of the following parts:
- Principles and components of the eTrust and eID framework;
- Requirements and conditions for eID schemes and trust services, outlining suggested prerequisites for mutual recognition agreements;
- Mutual recognition agreement process, containing the proposed steps to be taken throughout the whole lifecycle of the agreement.
