The European Union’s EU4Digital Initiative supports the digital reform agenda in Azerbaijan with a range of actions to promote key areas of the digital economy and society in line with EU norms and practices, in order to bring economic growth, generate more jobs, improve people’s lives and help businesses.

EU4Digital will improve the work of government institutions, boost economic diversification by promoting growth and jobs, and improve the life of Azerbaijani citizens. The harmonisation of digital markets will result in improved online services at better prices and with greater choice for all people.

Azerbaijan is actively involved in each of the six directions of the Harmonisation of Digital Markets (HDM) initiative, and takes the role of coordinator country in the direction of ‘Innovation and Start-up Ecosystems’ and the subsection on ‘Electronic Customs’.

Development of the digital economy is a priority issue for Azerbaijan in line with the government’s ‘National Strategy for the Information Society Development in the Republic of Azerbaijan for 2014–2020’. The Strategic Roadmap for the development of telecommunications and information technologies in the Republic of Azerbaijan, adopted at the end of 2016, also focuses on ensuring a faster and secure digital transition. 

The EU has also supported Azerbaijan through a project on ‘Enhancing development of e-Services (including e-Commerce)’, implemented with the Ministry of Transport, Communications and High Technologies of the Republic of Azerbaijan.
