Azerbaijan’s Digital Code to accelerate digital transformation

A major milestone has been reached in Azerbaijan’s journey toward digitalisation with the development of the ‘Digital Code’—a comprehensive framework aimed at standardising and accelerating the nation’s digital transformation. Spearheaded by the Innovation and Digital Development Agency (IDDA), this decisive step toward a unified digital future holds promise for Azerbaijan’s technological advancement.
In an interview with Trend, IDDA Chairwoman of the Board Inara Valiyeva discussed the objectives of Azerbaijan’s Digital Code. The purpose of this initiative is to establish comprehensive regulations and standards crucial for the country’s digital development. Currently, digitalisation efforts in Azerbaijan are fragmented, lacking a centralised system. The Digital Code seeks to consolidate these varied practices into a unified standard, streamlining administrative processes. This consolidation is expected to expedite the digitalisation process, enhance decision-making speed, and optimise the utilisation of public resources. Valiyeva noted that despite significant investment, the absence of a unified framework has hindered the formation of a strategic approach and the realisation of digital transformation.
The initial steps for drafting the Digital Code commenced in late 2023, with the IDDA revealing plans to initiate drafting with the assistance of international consultants, leveraging both international and local expertise. The drafting process for the Digital Code involves thorough research and analysis of relevant materials and is expected to culminate in the development of a conceptual framework.

The IDDA, established by a presidential decree on 11 October 2021 operates under the Ministry of Digital Development and Transport, with a mandate to lead the country’s digital transformation, foster a local culture of innovation, and strengthen the digital ecosystem. The agency’s primary objectives include conducting experimental projects in nuclear science and technology, supporting innovative research and startup ventures, enhancing access to modern technologies and solutions, promoting educational and professional pathways in the field of ICT, and overseeing digital government initiatives while enhancing the level of digital literacy in the population.
