Ukraine helping to develop the European Digital Identity Wallet

Ukraine has joined a pilot of the European Digital Identity Wallet (EUDI). Along with 19 European Member States, Ukraine is part of the POTENTIAL consortium, which launched a pilot in May 2024 and must present national ‘wallets’ to the EU within 24 months, completing prototyping by April 2025. This is after the European Parliament voted to create a legislative framework for EU digital identification in February 2024.
Ukraine’s Minister of Digital Transformation Mykhailo Fedorov announced the country’s participation in the EUDI pilot in March. The Ministry of Digital Transformation of Ukraine is participating in the project with the support of the European Union within the framework of the DT4UA project. Ukraine is the only country in the consortium without EU membership that is actively participating in the formation of future electronic identification in the EU.
A digital identity wallet is a mobile application that allows citizens to store and share personal data securely in electronic form. The EUDI Wallet will enable people to identify and authenticate themselves online within their own country and when abroad. It will have common standards and technical characteristics for all EU countries. The Ukrainian state app ‘Diia’ is a digital identity wallet, so when the digital wallet pilot is launched in the EU, Ukrainians will be able to use Diia there, and Europeans will be able to use their digital wallets in Ukraine.
Ukraine joined the POTENTIAL (Pilots for European digital identity wallet) consortium in 2023. Working with European colleagues, the Ukrainian participants developed requirements for the European wallet and scenarios for its use. They also shared their experience of implementing the Ukrainian national ‘Diia’ application, which already includes most of the functions the EUDI wallet will provide.
Within the pilot project, POTENTIAL is testing six different types of services:
use of government services online;
convenient and safe online bank account opening;
permanent access to driving licences in a smartphone;
SIM card registration;
use of electronic signature;
obtaining electronic medical prescriptions.
