Construction projects in Ukraine streamlined with electronic property registration
Date: 29/04/24
The Ukrainian Ministry of Digital Transformation and Ministry of Justice of Ukraine have initiated the automatic primary registration of special property rights (SPR) in the Unified State Electronic System in the field of construction (USESCF). This new process allows for the electronic submission of applications for construction projects such as residential and commercial buildings and parking facilities without the involvement of a state registrar. The USESCF now facilitates automated communication with the State Register of Real Property Rights (SRRPR).
Automated registration streamlines property development, saving both time and money while also providing protection against fraudulent activities. Customers can create, sign and register their applications electronically, then track the registration status of their property in the SRRPR via the application card.
In addition, this initiative benefits investors by granting them access to accurate information and enabling them to monitor the status of construction projects.
Further information
Comprehensive information about SPR registration is available in the e-construction portal. This resource contains: details about registration algorithms, educational videos, news updates, and answers to frequently asked questions. An article on the initiative has been published in Ukrainian on the website of the Ukrainian Ministry of Digital Transformation.
The digitalisation of construction services is a collaborative effort between the Ministry of Community Development, Territories, and Infrastructure, and the Ministry of Digital Transformation, with support from the USAID/UK aid project Transparency and Accountability in Public Administration and Services (TAPAS).
