Moldova introduces EVOSign enhanced e-signature service

The Republic of Moldova is introducing a new form of electronic signature – the extended electronic signature, accessible via mobile phone through the EVOSign service. This initiative aims to strengthen the state’s digital identification ecosystem. EVOSign will streamline digital interactions between the private and public sectors, simplify authentication and access to state information systems and reduce the time required for public services. The government plans to launch EVOSign as an enhanced electronic signature capable of identifying the signer, usable in most interactions with the state.
Moreover, the EVOSign service will introduce remote identification methods, expanding access to digital services for all citizens of the Republic of Moldova, including those residing abroad. Prime Minister Dorin Recean emphasized the importance of ensuring a seamless user experience for the diaspora, making it easy for them to access public services. Statistics indicate that by the end of 2023, only around 250,000 individuals possessed a qualified electronic signature and digital identification, representing less than 10% of the adult population of Moldova. To address this gap, the Ministry of Economic Development and Digitalization plans to enhance the governmental digital identity ecosystem by offering EVOSign as a free tool for creating and utilising enhanced electronic signatures.
The Electronic Governance Agency will be responsible for managing the EVOsign infrastructure as a trust service provider. This step aims to increase and diversify the types of electronic signatures available in Moldova, democratising access to electronic identification and digital public services for all Moldovan citizens, both at home and abroad.

The launch of EVOSign is expected to significantly expand access to digital public services and simplify access to them. In the future, EVOSign will incorporate a remote identification service, eKYC, enabling users to obtain an enhanced electronic signature without the need for physical presence, as is currently required for qualified electronic signatures.
