

This report provides an overview of the state of cross-border eCommerce in the European Union and EU best practices and norms. The EU baseline is defined to provide a benchmark for assessing the Eastern partner countries’ cross-border eCommerce. The 99-page report presents the EU baseline in chapters that analyse three key areas – the legal framework, standards, and the eCommerce ecosystem.
Conducted within the EU4Digital eTrade thematic area, the eCommerce activity aims to harmonise cross-border eCommerce between the Eastern partner countries and the EU.
