Moldova launches New Computerised Transit System project: trade benefits expected

The Customs Service of the Republic of Moldova held an event on 26 September 2023 to launch a New Computerised Transit System (NCTS) implementation project. The project is financed by the European Union and implemented by the United Nations Conference on Trade and Development (UNCTAD). The NCTS will allow Moldova to contribute to the expansion of international transit operations and will benefit business and cross-border trade.
The pilot project to implement the NCTS at the national level is to start in April 2024; the actual implementation of the system is set to begin in 2025.
The event to launch the NCTS implementation project included several high-level guests and representatives of representatives of development partners, public authorities and the business environment.
In the opening speech, the director of the Customs Service, Igor Talmazan thanked the EU for its one million euro support for the project. He said that implementation of the NCTS is of the utmost importance for both the Customs Service and Moldova’s business environment.
The NCTS will be the first alignment and connection between Moldova’s national electronic system and trans-European information systems, emphasised Lidia Ababii, the deputy director of the Customs Service. Practical application of the NCTS will facilitate trade between the Republic of Moldova, the EU Member States and other countries party to the Conventions – Switzerland, Norway, Iceland, Liechtenstein, Turkey, the Republic of North Macedonia, Serbia and Ukraine. This will create favourable conditions for the export of Moldovan products to the markets of these countries, she said. It will improve the quality of services provided to economic agents, reduce costs and delays caused by declaring goods on paper, and provide many other benefits for the business environment.
Jānis Mažeiks, head of the EU Delegation, noted the efforts of the Customs Service in the process of connecting Moldova’s customs legislation to that of the European Union, developing the new Customs Code that will enter into force on 1 January 2024. This new Customs Code includes the necessary legislative framework for the accession of the Republic of Moldova to the Convention on the common transit regime. “From the perspective of Moldova-EU relations, customs transit is an important element in economic integration, and represents a vital interest for the business environment,” he said. “Implementation of the NCTS will reduce customs procedures and costs for economic agents, which will implicitly facilitate the movement of goods and cross-border trade.”
Olga Golban, State Secretary of the Ministry of Finance said: “The essence of getting closer to EU standards means, first of all, simplification and convenience for business. Implementation of the NCTS represents that facilitating tool, by optimising resources and making the possibility to manage customs processes just a click away.”
