Building a digital state: Ukraine’s ‘Diia’ app now boasts over 20 million users

Ukraine’s ‘Diia’ state app has shown that instant access to state services is not a future possibility, but a present-day reality. Over the past four years, Diia has become mainstream, finding a place in the everyday lives of Ukrainians. The application currently boasts more than 20 million users—every second resident of Ukraine is currently registered on the app.
Diia has radically changed the way that Ukrainians interact with their government. With only a few clicks, anyone with a smartphone can now use an array of state services from any location. The application enables users to file documents electronically and grants access to more than 30 services: from car sharing to requesting copies of certificates; from paying fines to accessing the eRestoration programme that assists Ukrainians in rebuilding homes damaged by Russian military aggression.
Via the Diia app, Ukrainians can renew their driver’s licences, re-register their cars, donate drones to the army and buy military bonds. They can open bank accounts, receive parcels, sign documents and pay taxes.

Diia, which was launched on 2 April 2020, is administered by the Ministry of Digital Transformation of Ukraine. It was developed and is maintained with the financial support of USAID and various other organisations, including EU4DigitalUA, a partner of EU4Digital.
