CDTO Campus: training digital transformation leaders for Ukraine

Ukraine launched the CDTO Campus project on 28 November 2023, to boost digital transformation throughout the country. Ukraine was one of the first countries in the world to introduce the post of Chief Digital Transformation Officer (CDTO) in government ministries and at regional level. This strategic new project will train civil servants working in the field of digital transformation and provide the state with specialists qualified to lead and implement digital reforms.
CDTO Campus is strategic because it will enable the Ukrainian Ministry of Digital Transformation to scale up its goals and projects throughout the country. In addition, its success will speed up reforms that will accelerate Ukraine’s ‘European choice’. Currently, 55 digital transformation deputies work in ministries, regional administrations and city councils. The government wants every state structure, community and city to be able to independently manage transformation processes. This requires people with leadership and digitalisation skills, who are able to initiate and implement changes, participate in or coordinate projects, create teams and communicate projects correctly.
The educational project contains four types of training programmes: long-term, short-term, leadership and custom programmes. They are built on international and Ukrainian experience. Among the lecturers are professionals with experience in the digital transformation of the public sector and thought leaders in the field of digitalisation.
Short-term programmes include training on the basics of artificial intelligence (AI) from AI HOUSE, a non-profit organisation that is part of the Roosh tech company ecosystem. Its main goal is to build the largest and most powerful AI community in Ukraine. Courses are also available from Cisco, on the implementation of secure digital solutions, and on the protection of personal data from the EU4DigitalUA project, a partner of EU4Digital Facility.
Participants in the CDTO Campus project can attend classes in person in Kyiv or participate remotely. At the end of the offline module, students get access to short video lectures and interactive tasks in the special CDTO Campus mobile application. Within the leadership programme, participants have the opportunity to attend special intensive sessions at the world’s leading universities. This will enable them to update their professional knowledge and open up new opportunities for development and innovation.
CDTO Campus is implemented by the East Europe Foundation, financed by the Visa Foundation, the Federal Ministry of Economic Cooperation and Development of Germany (BMZ) and supported by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, in cooperation with the Digitality GovTech Center of Excellence, under the patronage of the Ministry of Digital Transformation of Ukraine.
Viktor Lyakh, president of the East Europe Foundation said the success of digital transformation projects largely depends on the leadership and capacity of the partners: “Where there is a CDTO, things usually move quickly. Where the CDTO is a super-pro, it’s extremely fast. Therefore, we are very interested in the increase of such superstars in Ukraine, and we are glad to be involved in their training.”
