Georgia 5G auctions: opportunity for operators closes 28 July

Telecoms operators can apply to participate in an auction in August 2023, for introducing 5thgeneration (5G) internet technology in Georgia. The country’s regulatory authority for broadcasting and electronic communications, the Communications Commission announced the auction on 6 July. The deadline for applications is 28 July 2023 at 17:00 local time (GMT+4).
5G is a new generation of wireless Internet technology that, compared to existing technologies, will significantly increase the speed of mobile internet and reduce latency. Its introduction in Georgia is expected to support healthcare, education, business, agriculture, and infrastructure sectors, in turn strengthening the country’s economy.
The Communications Commission approved the auction of 24 lots to issue frequency bands of 700, 3400-3700 and 2600 megahertz. Bands of 800 and 1800 megahertz are also planned for release. Applications of license seekers for participating in the auctions were already being accepted from 12 July.
Operators who obtain the given frequencies will be obliged to gradually cover densely populated areas of Georgia, tourist areas, ports, airports, railways and main highways with the 5G network during the next 3-7 years. The auctions will be held at 12:00 (GMT+4) on the following dates:
14 August — lots #1–4;
16 August — lots #5–10;
18 August — lots #11–21;
21 August — lots #22–24.
Aligning with European norms
When building 5G networks in Georgia, operators will be guided by the technical norms defined by the European Union, which will contribute to high quality and security of the network.
In 2020, after the COVID-19 pandemic, the European Commission recommended that Member States should take effective decisions to ensure increased access to the use of the radio frequency spectrum intended for 5G, the timely issuance of licenses and financial benefits. The Communications Commission shared the Commission’s recommendations and developed an amendment that allows for possible discounts on the use of radio frequency spectrum to increase from 5%-20% to 80%.
The Communications Commission started work to introduce 5G technology in Georgia in 2020. The necessary parameters and conditions were determined taking into account the European Commission decisions and the experience of European counterpart regulators. The work was developed together with EY experts in the EU4Digital Telecom Rules stream of activities.
