Expected to begin later in 2024, this initiative seeks to capitalise on the opportunities offered by digital transformation, advancing Moldova’s administrative and operational capacities in keeping with EU customs requirements.
The primary objective of the IT Strategy is to reduce the burden of customs procedures in the next four years by reducing the number of controls, streamlining processes and promoting changes in the current legislation. The efficiency and effectiveness of customs clearance is expected to increase as a result of reducing the time and costs of customs procedures.
The IT Strategy includes: adjusting and modernizing existing information systems as well as implementing new ones; automating processes; expanding data exchange; applying digital tools for analysis and investigation; and improving risk management. The Customs Service aims to improve ICT functionality and infrastructure in a manner that effectively supports business objectives in line with global developments in customs technology and operations.
The EU4Digital eCustoms pilot integrates well with the objectives of the Customs Service, making possible pre-arrival data exchange with neighbouring countries, which has been proven to reduce border crossing times and facilitate trade, further strengthening the case for EU integration.
The IT Strategy was developed in cooperation with Italian experts working on the EU TAIEX project. The Delegation of the European Union to Moldova also contributed to the development of the initiative within the framework of the ‘Mission of EU High level advisors’ project.
