New digital services for Ukraine: Diia Summit 2023

Ukrainian citizens can access important new digital services through the state app ‘Diia’, as announced during the Diia Summit in Kyiv on 19 December 2023. This Diia Summit, tagged ‘the digital state that has endured’, was the first since the beginning of Russia’s invasion of Ukraine. President Volodymyr Zelenskyy and Minister of Digital Transformation Mykhailo Fedorov presented an array of services at the event, highlighting the importance of the digital platform for Ukraine’s population and the country’s eventual recovery.
The most anticipated updates to Diia include car re-registration—the ability to buy and sell cars through the app—as well as a refreshed map of shelters offering refuge and basic services. The platform has also added an online service for the exchange of housing certificates, which are allocated as compensation for war-damaged housing. Sections offering entrepreneurs and sailors e-services are also being introduced. In addition, the Diia team plans to release Diia.Office for civil servants and the Mriya educational app in 2024.
The new services will add to more than 130 online services and 14 documents already available through Diia. The economic potential of electronic services in Ukraine amounts to UAH 34.3 billion per year.
The Ministry of Digital Transformation plans to turn Diia into a superapp for everyday use. The first ‘Diia 4.0’ update is now available, boasting a redesigned interface and the addition of a feed with personalised messages, news, polls and a ‘services for you’ section.

The launch of ‘Exchanging a certificate in Diia for housing’— a service for those who have lost their homes due to Russia’s invasion.
Buying and selling cars via the Car registration app, also from abroad, should take 15 minutes to fill out the application and an hour of processing time. Sixty-one cars were already re-registered during beta testing and at least one million customers are expected to use this service every year.
The ‘uResidency’ service for citizens of other countries who live and work in Ukraine will be rolled out in 2024. It will allow residents to open a ‘FOP’ in Ukraine—i.e. to register as a sole proprietor or private entrepreneur—and pay their taxes online.
The ‘eEntrepreneur’ service, which was developed within the framework of the EU4DigitalUA project, will support FOP registration, tax services, opening a bank account and publication of vacancies among other services.
Changes to sole proprietorship registration will now take a few minutes in Diia instead of 16 hours.
The ‘Diia.Office’ service is planned for launch in 2024. President Zelenskyy was one of the initiators. This application will monitor the productivity of officials. Employees of state institutions will be issued an electronic ID card and be given the ability to conduct surveys and use various services to improve communication efficiency.
During the Diia Summit, the Ministry of Digital Transformation also announced that its plans for 2024 include making the Diia application code open source and launching the ‘Mriya’ (‘Dream’) educational application. The following services will also be added to Diia: e-Marriage for online marriage certificates, digital medical certificates, comprehensive e-services for war veterans including social assistance, and electronic petitions. Furthermore, additional digital projects will be developed: e-Notary, e-Excise, digital transformation of statistics, State Consumer Service.

‘Diia’, an acronym standing for ‘the state and me’ as well as meaning ‘action’ in Ukrainian. The Diia web portal and app offer access to government services. Almost half of all Ukrainians use Diia, totalling 19.8 million people.
The platform is not only credited with creating a new technological culture in Ukraine, but other countries are also interested in this approach for providing government services. In particular, an Estonian app, mRiik, making use of Diia’s architecture is in beta testing and, with the support of USAID, there is also cooperation with Ecuador, and discussions are underway with Zambia and Colombia.
The Diia Summit has been held annually in Kyiv since 2020, with the participation of the President of Ukraine.
