14,000 documents shared in Azerbaijan’s ‘Paperless government’ project

More than 980 institutions in Azerbaijan have successfully integrated into a digital document management subsystem as part of the transition to ‘Paperless government’. The Paperless government solution is part of the national information exchange platform and promises to facilitate smooth communication between institutions, irrespective of their documents’ primary standard format. More than 14,000 documents have been sent through the subsystem.
The Innovation and Digital Development Agency had held a meeting in June 2023 to prepare a single gateway for the integration of electronic document circulation systems; during this meeting, the Paperless government solution was presented to the IT managers of nearly 30 government bodies.
Then, in August 2023, President Ilham Aliyev signed a decree on ‘Electronic exchange of documents between state bodies (institutions)’, to create the digital document management subsystem within the infrastructure of the Electronic Government Information System. The decree included provisions and deadlines for all state bodies to take measures to create electronic document management systems within the following six months and to ensure the exchange of documents through the new system.
