EU4DigitalUA and Ukrainian officials present Artificial Intelligence guidelines

The EU-funded EU4DigitalUA project and collaboration partners from the Ombudsman Office and the Ministry of Digital Transformation of Ukraine presented Ukraine’s first guidelines on the protection of human rights and the right to privacy in the development and implementation of Artificial Intelligence (AI) technologies.
The document, presented in mid-February 2024, ‘Human Rights in the Era of Artificial Intelligence: challenges and legal regulation’ examines and explains the impact of AI and describes issues of AI management in accordance with the requirements of national legislation and international standards. It also provides some general recommendations to resolve potential problems and use the potential opportunities the technology may bring.
Understanding of the principles developers and companies working with AI are guided by is important to build trust in electronic services in Ukraine. The Guidelines will help to reinforce awareness and avoid violations of privacy rights.

These Guidelines represent the next step towards the comprehensive regulation of AI in Ukraine. Further development of more specific guidelines will deal with individual issues related to the use of AI and its regulation.
Planned future steps include preparing more specific recommendations and developing a methodology for assessing the impact of AI on human rights. The creation of voluntary codes of conduct for business and of a regulatory sandbox for the controlled testing of ideas, and the publication of a White Book on AI regulation will aim to ensure an adequate level of human rights protection in interactions with artificial intelligence.
