EU4DigitalUA assists Ukraine ‘Oberih’ military register modernisation

Ukraine’s electronic register of persons liable for military service, ‘Oberih’ was re-launched on 19 December 2023. The EU-funded EU4DigitalUA project – a partner project to EU4Digital – assisted in modernising the register following its initial launch in March 2022. The improvements ensured the efficient and secure exchange of data between Oberih and other electronic databases, resulting in a unified database regarding military conscripts and reservists.
EU4DigitalUA facilitated the interconnection of the following databases: the State Register of Individual Taxpayers (maintained by the Tax Service), the Civil Registry Office (the Ministry of Justice) and the Unified State Electronic Database on Education (the Ministry of Education).
As a unified state register of conscripts, individuals liable for military service, and reservists, Oberih is designed to reduce corruption, the likelihood of data tampering, and the chances of sending repeat summonses to those already serving in the army.
Oberih may be directly accessed by the Ministry of Defence, Territorial Recruitment Centres (TRCs) and other state ministries of Ukraine. Conscripts and others liable for military service may obtain information about their records at a TRC.
