New EU4Digital activity helps harmonise Moldova and EU telecommunications legislation
EU4Digital Facility has launched a new activity to help harmonise the Republic of Moldova’s electronic communications legislative framework with that of the European Union. This activity reflects and assists Moldova’s efforts towards EU accession in light of European Council’s December 2023 decision to open accession negotiations.

Large-scale hacker attack disrupts operations of the biggest Ukrainian mobile operator
Ukraine’s leading mobile phone provider, Kyivstar, suffered a large-scale hacker attack on 12 December 2023. With over 24.3 million clients, the company serves more than half the country’s population. Their loss of phone and internet connectivity is a serious issue in a country where many rely on mobile phones for air raid alerts. Within a week, all services were restored.

European Council decides to open accession negotiations with Ukraine and Moldova, grants candidate status to Georgia
On 14–15 December 2023, the European Council decided to open accession negotiations with Ukraine and Moldova. This was a landmark moment for the people of both countries, who have consistently shown their European conviction. EU leaders also decided to grant Georgia candidate country status.

Eastern Partnership Foreign Affairs Ministerial meeting highlights digital
Connectivity, regional roaming and the digital transition were among the topics discussed in the Eastern Partnership (EaP) ministerial meeting on 11 December 2023. This event brought together foreign ministers of EU countries and their counterparts from five of the six Eastern partner countries (Armenia, Azerbaijan, Georgia, the Republic of Moldova and Ukraine). The event provided an opportunity to exchange views on the Eastern Partnership, take stock of its achievements and identify concrete recommendations for the future of the policy.

Digital Silk Way project promises development for Azerbaijan and Georgia
Azerbaijan and Georgia are set to become digital hubs in a fibre-optic telecommunication ‘corridor’ linking Europe to Central and South Asia. AzerTelecom is implementing the major ‘Digital Silk Way’ project that aims to develop the region's digital ecosystem according to the world's most advanced standards. Within Azerbaijan, construction of fibre-optic cables is underway and phase one of a backbone link across the Caspian Sea has begun, to connect Azerbaijan and Kazakhstan by the end of 2024.
