
The Methodology for independence assessment of functioning National Regulatory Authorities (NRAs) was developed under the scope of the EU4Digital facility, dedicated to strengthening the independence of the NRAs.
The document was prepared in cooperation with the Independent Regulators and Broadband expert working group (IRB EWG) of the Eastern Partnership Electronic Communications Regulators Network (EaPeReg). The aim of the methodology is to enable each Eastern partner country to assess the state-of-play in terms of legislative gaps in the field of governance of regulatory independence, while using the 2002/2009 EU regulatory framework as a benchmark. The methodology is composed of two principal assessment dimensions, each divided in a set of sub-dimensions of assessment criteria:

- Scarce Resource Management;
